Yes — the tasker joins your instance, so you must be on that quest step and at the checkpoint. If you're stuck in the zone before the arena, note it in the order; clearing up to the boss is normally included.
Hardcore is fine and most bidders have HC experience, though prices run higher because a death costs you the character. SSF characters can't party or trade, so the campaign carry isn't possible there.
Quest completion is credited to you and your progression updates as normal. Boss drops allocated to your character stay on your account — the tasker takes nothing from your stash or currency tab.
